The International Public Safety Qatar (IPSQ) Command Assessment offers a rigorous evaluation of your operational leadership capabilities in complex rescue scenarios. This comprehensive assessment benchmarks your real-life experience and expert proficiency in critical areas such as Incident Command System implementation, risk assessment, multi-discipline rescue techniques, and resource management.
IPSQA Certificate in Public Safety (CertPubS) Command Series builds on IPSQA’s pioneering approach to technical rescue certifications for awareness, operator and technician with a fourth tier – Commander.
The new certification is being scoped for the following:
- IPSQA Certificate in Public Safety Level 6 (Rope Rescue Commander)
- IPSQA Certificate in Public Safety Level 6 (Swiftwater Rescue Commander)
- IPSQA Certificate in Public Safety Level 6 (Surface Water Rescue Commander)
- IPSQA Certificate in Public Safety Level 6 (Confined Space Rescue Commander)
The new Certificate in Public Safety (CertPubS) Level 6 Command series also works toward the IPSQA Diploma in Public Safety and IPSQA Graduate Certificate in Public Safety.
General Pre-requisites:

Strand Specific Pre-Requisites:
Rope Rescue Commander
- IPSQA Certificate in Public Safety (High Angle Technician), or;
- IPSQA ProQual NFPA 1006:2021 Rope Rescue Technician, or;
- NFPA 1006:2021 Rope Rescue Technician and 100 hours logged rope rescue experience.
Swiftwater Rescue Commander
- IPSQA Certificate in Public Safety (Swiftwater Technician), or;
- IPSQA ProQual NFPA 1006:2021 Swiftwater Rescue Technician and 50 hours logged swiftwater rescue experience, or;
- NFPA 1006:2021 Swiftwater Rescue Technician and 100 hours logged swiftwater rescue experience or;
- DEFRA Module 3 Flood & Water Rescue Technician and 100 hours logged swiftwater rescue experience.
Surface Water Rescue Commander
- Bronze Medallion Lifesaving (IPSQA or RLSS) and 100 hours logged surface water rescue experience, or;
- IPSQA ProQual NFPA 1006:2021 Surface Water Rescue Technician and 50 hours logged surface water rescue experience, or;
- NFPA 1006:2021 Swiftwater Rescue Technician and 100 hours logged surface water rescue experience or;
- DEFRA Module 3 Flood & Water Rescue Technician and 100 hours logged surface water rescue experience.
Confined Space Rescue Commander
- IPSQA ProQual NFPA 1006:2021 Confined Space Rescue Technician and 50 hours logged confined space rescue experience, or;
- NFPA 1006:2021 Confined Space Rescue Technician and 100 hours logged confined space rescue experience.

Assessment Overview:
Part A: A standardized online exam is used as part of the assessment (Part A) and available in over 50 languages and tested under the supervision of a proctor. Accredited Testing Centres (ATCs) may also develop their own examination and subject it for moderation and approval by IPSQA (a fee applies).
Part B: As an ISO17024:2023 compliant certification product, the skill assessment is undertaken by an independent assessor (by subject matter experts). The assessment is not associated with any proprietary training, allowing agencies to deliver pre-assessment training as they best determine, let it be in-house or outsourced to a provider – how candidates get ready for assessment is up to you.
Part C: The candidate must also submit a portfolio of evidence, including completing a prescribed logbook within 6 months and submit to IPSQA for assessment by a different assessor (assigned by IPSQA), not domiciled in the same country as the candidate as part of our Foreign Interference Protection (FIP) protocol which is unique to IPSQA. The logbook includes evidence verified by a supervisor and referenced to dispatched incidents to ensure authenticity. For our suite of command certifications, Part C also requires the following as part of the portfolio of evidence:
- Letter of recommendation from AHJ including confirmation of operational rescue experience.
- Submission of After Action Reports compiled by the candidate (post-Part B assessment)
- Submission of a 360 feedback report (post-Part B assessment) [platforms such as SelfStir, SurveySparrow, Effy AI, or enterprise systems]
