The DEFRA Flood Rescue Concept of Operations, first introduced in 2006, set a transformative benchmark for flood response across England and has influenced flood rescue planning worldwide. Over nearly two decades, this framework has greatly enhanced national flood rescue capability and served as a model for other countries.
Despite its lasting impact, experience has shown that implementation could be refined to address critical gaps. Notably, while the DEFRA Concept defines curricula for rescue operators, it lacks an independent certifying body. Training requirements are often open to interpretation, resulting in variable standards and inconsistent certification reliability across agencies.
IPSQA presents the DefraPass system—an independent, globally recognised assessment ecosystem. DefraPass features a codified curriculum that ensures precise, consistent evaluation, with assessments performed exclusively by verified subject matter experts. Regardless of where training occurs, professionals assessed through DefraPass receive a secure record of achievement, QR-verifiable in real time. This system allows rapid validation of personnel competency—vital for staged and deployed rescue assets—while protecting assessment integrity from political or personal bias.
As IPSQA serves exclusively as a certification body, it does not influence or interfere with how organisations conduct their training. Whether agencies deliver training internally or partner with external providers, the IPSQA certification process ensures that every assessment outcome is universally recorded and quality assured, regardless of where or how training took place. Assessment evidence and candidate achievement is stored on a secure centralised cloud database, that makes assessment adminsitration a breeze. This approach gives organisations maximum flexibility in managing training while guaranteeing independent, consistent, and reliable certification for all candidates.
Beyond flood and water rescue, DefraPass supports qualifications in first aid, driving, boat operations, rope rescue, and helicopter rescue to name a few, all recorded on the IPSQA global transcript. This comprehensive framework enables accredited testing centers and assessors to expand internationally, taking DEFRA-aligned certification and operator levels to a global audience. IPSQA has used international best practice to extrapolate and codify the training syllabus outlined in the DEFRA ConOps to ensure assessment under our CorePass system is clear and measurable.

Continuing Professional Development
In accordance with the DEFRA ConOps, Continuing Professional Development is required to maintain certification. IPSQA makes meeting compliance easy, with our CPDPass. CPDPass provides a flexible way to record CPD undertaken through any of our Accredited Testing Centres. CPD activity is consolidated on the candidates IPSQA Global Transcript and also through event specific certificates and a dedicated CPD record, all verifiable online through QR code.

Annual Skill Checks
Critical skills for a range of our certifications can be annually tested and recorded using our Orange Card system through Accredited Testing Centres. Originally developed to help customers in the USA to meet OSHA regulations, the Orange Card is proving to be useful all around the world from CPR/AED to technical rescue critical skills testing. This optional system helps agencies meet regulatory or policy requirements to undertake critical skills checks in between re-certification periods.

Proprietary Courses
Proprietary courses delivered by Accredited Testing Centres can also be added to the IPSQA Global Transcript using the IPSQA Blank Card System.

Blank Card also generates QR code enabled certificates that be used on the ATC’s own or licensed certificates, meaning not just certification but related training is consolidated on a single transcript.

IPSQA’s range of first and and pre-hospital emergency care certifications have also been mapped against DEFRA first aid competencies as outlined in Annex F of the Concept of Operations document.
IPSQA CorePass First Aid III (Advanced) exceeds the requirements for at the DEFRA basic first aid level.
IPSQA Pre-Hospital Emergency Care Responder (PHECR) exceeds the requirements at the DEFRA advanced first aid level.

Bronze Standard – DEFRA
DefraPass is a sub-set of our CorePass certification series. This series is subject to external quality-assurance, but does not conform to ISO 17024:2012 as the assessor may also be the instructor/trainer. This is our Bronze Standard of quality assurance.
For agencies and individuals wanting to go beyond the Bronze Standard set out under the DEFRA Concept of Operations, our ISO 17024:2012 provide Silver and Gold Standard certification options.
Silver Standard – ISO 17024:2012 using NFPA 1006
Our ProQual Swiftwater Rescue Certification series conforms to ISO 17024:2012 and NFPA Standard 1006 (Swiftwater Rescue), however does not require logged post-training experience.
Gold Standard – ISO 17024:2012 using ISPQA Standards
Our Awards and Certificates in Public Safety (Swiftwater Rescue series) offer the world’s most advanced independent certification for swiftwater rescue as it not only conforms to ISO 17024:2012 but is mapped to exceed national standards for flood and swiftwater rescue in the UK, Australia, New Zealand, Canada and USA. It goes a step further requiring verified experience through real-life deployments or comprehensive exercises.
