IPSQA® DefraQual™

IPSQA® DefraQual™ is the world’s only ISO 17024:2012 compliant role certification against DEFRA Flood Rescue Concept of Operations training modules 2 to 5 (Water & Flood First Responder to Water & Flood Incident Manager) plus Team Commander, providing independent assessment by specially trained assessors, robust quality assurance, evidence retention and a consolidated real-time QR verifiable transcript.
IPSQA does not offer training but allows candidates with previous training from other sources to participate in the new certification program.
IPSQA has identified the theory and practical elements from the training modules prescribed in the DEFRA Flood Rescue Concept of Operations and codified these in two parts: Part A (Theory) and Part B (Skills).
Using industry experts who have undertaken additional training to conduct assessments under IPSQA’s ISO17024:2012 certification system, water rescue professionals can now provide proof they are competent and ready to respond, regardless of their training journey.
Unlike our Certificate in Public Safety (CertPubS®), IPSQA DefraQual™ is based off a national standard (DEFRA) and this does not require post-training experience as part of certification requirements (i.e. Part C). Candidates seeking a higher level of certification that also requires verified experience, should consider the Certificate in Public Safety (CertPubS®) programme.
As DEFRA Training Module Level 1 has no in-water practical (skills) requirements, we offer certification for this level under our CorePass® scheme, making water and flood awareness assessments easier to administer.

IPSQA DefraQual™ is easy as 1, 2, 3.
Following undertaking the minimum training contact hours set by DEFRA, sit a proctored examination with one of our Accredited Testing Centres (ATCs), using a theory exam that has been approved by IPSQA.
Your examination will be supervised by either an IPSQA Administrator or IPSQA Assessor, both of which are trained to proctor examinations in accordance with ISO 17024:2012.
Your examination is held as evidence and subject to quality assurance and telephone validation may also occur to ensure the integrity of assessment.
IPSQA DefraQual™ is open to all personnel trained by an instructor who meets the respective DEFRA module instructor requirements.
Be practically assessed by an IPSQA Assessor at one of our Accredited Testing Centres.
A snapshot of photo and/or video evidence is retained as evidence for quality assurance purposes, giving stakeholders confidence in a process that is fully auditable.
Assessors are trained to undertake independent assessment in accordance with ISO17024:2012 to ensure the process is efficient and robust. A strict code of conduct applies to IPSQA agents and a comprehensive conflict of interest management system is in place.
DefraQual™ Certificate is issued upon successful completion, including QR code to ensure real-time validation. This includes a wallet ID card that directs your unique lifetime QR code to your global IPSQA transcript. This means regardless of the provider, all your IPSQA certifications are consolidated in one online record including:
- DefraQual™ – UK water rescue certifications
- ProQual – US/NFPA technical rescue certifications
- CertPubS® – Global public safety role certifications
- CorePass® – Community and industry basic competency certifications
DefraQual™ Assessment evidence is stored for three years and subject to quality assurance including moderation.
